I would say D, as "when the letter arrives " is an adverbial clause which depends on the preceding clause. D is saying WHEN he expects the photo to arrive. As you probably know, an adverbial clause, like an adverb, anwers the question,'how', 'when', 'where' or 'why'....(Answered by cloud43)
